
Is a dedicated public servant, seasoned finance professional, and community leader with deep roots in both Tipton County and Tennessee. His career in public service began in public safety at the Tipton County Sheriff’s Office, where he served on the front lines protecting citizens and supporting critical public safety operations. That experience instilled in him a lifelong respect for all first responders and a clear understanding of how essential public safety is to a strong and stable community.
Building on that foundation, Billy went on to serve in senior leadership roles in local government finance and administration. He currently serves as Chief Financial Officer for Tipton County Schools, where he oversees financial operations, manages complex budgets, and ensures responsible stewardship of taxpayer dollars in a total proposed budget of over $157,000,000. Nearly 25% of that is dedicated to the new school construction and other capital projects and long-term planning. His work emphasizes transparency, accountability, and directing resources where they matter most—students, teachers, and the community.
With nearly three decades of experience in public service, Billy is recognized across Tennessee for his leadership in budgeting, financial planning, and effective government management. He holds the designations of Certified County Finance Officer through the Tennessee Comptroller of the Treasury and Certified Public Administrator, reflecting his commitment to ethical leadership, professional excellence, and best practices in public administration.
Billy’s professional reputation led to his election as President of the Tennessee Government Finance Officers’ Association (TGFOA) for 2026, representing finance officers across counties, cities, and school systems statewide. He also serves on the Board of Directors for the Tennessee Association of School Business Officials (TASBO) and is an active member of the Association of Government Accountants (AGA).
A lifelong Tipton Countian and a man of faith, Billy believes leadership is about service—putting people first, listening before acting, and making decisions grounded in integrity. His combined experience in public safety, public administration, and financial leadership gives him a balanced, practical understanding that county government works best when it is efficient, fiscally responsible, and focused on core services such as public safety, infrastructure, education support, and economic development.
Billy and his family are active in their church and community, where he is known not just as a public official, but as a neighbor, mentor, and servant-hearted leader. He is running for County Executive to bring experienced leadership, fiscal discipline, and a strong commitment to public service to county government.
